Conference proceedings that meet IEEE quality review standards may be eligible for inclusion in the IEEE Xplore Digital Library. IEEE reserved the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore), if the paper is not presented at the conference. 'Pay to publish' is not allowed by IEEE. So at least one author of a paper must show up and present the paper at the conference.

Abstract: Hungary – a memberstate of the EU – cannot be fined among the top-ranked REN players although it has a large and valuable REN potential . Due to different reasons neither its weight in the energy mix nor its structure do not reflect the possibility . Hydro – under political debates - is almost totally lost from the portfolio , while other technologies are well under utilised . Practically biomass and solar PVs are conrtibuting to the figures .The situation does not correlate neither with technological trends nor with sustanability. Taking into consideration the UN Sustanaible Development Goals ( SDG17 ) it is time to reconsider the Hungarian REN portfolio , more precisely give space to the fast improving and competitive solutions such as wind and biogas technologies . When in the Western part of the World wind energy production by its growing capacity size has become very competitive , biogas – trough its refined derivate biomethane – represents a key factor of the Circular Economy . Quadgeneration technology in biogas with CO2 separation technology above the energy and heat production can fertilise the Carbon Farm with which the value chain will considerably be extended .

NEW DEVELOPMENT DIRECTIONS AND NEW TECHNOLOGIES IN BUDAPEST DISTRICT HEATING

Abstract: Budapest submitted an application for European Green Capital Award 2020. As part of it, one of its main targets is to improve the air quality of the city.
To achieve this in mid-term the disctrict heating network has to be improved: only 40% of the population of the 2-million-capital have direct access to district heating right now. Further, the existing network consists of geographically separated district heating islands, operating without interconnection.
The multi-year Budapest Heat Ring Programme (system of cooperative DH transit pipelines) aims to connect up seperately run district heating islands in order to establish a unified heat network, to provide access to district heating in areas not covered by the existing network and to integrate more renewable heat sources. Once accomplished, it will reduce costs by enabling competition among heat producers and will also create alternative for replacing obsolete gas or solid fuel heating equipments with district heating.
The Programme is made up of severel sections, one of them currently underway is the Chimney Free Inner City Project that provides access to the heat network by public institutions, residential blocks and office centres downtown, thus contributing to the elimination of smog alerts in the capital.
The Programme, coupled with remote surveillance and control of up to 3500 substations owned by FŐTÁV (Budapest District Heating Works) will create the framework for real-time DH network management.
